Waitlist for activities inside packages

We have a limit on certain activities that are part of packages and would like to allow these to be booked as waitlist with manual approval when capacity is reached. Currently its only possible to have them overbooked or excluding from the package. Waitlist status would be great as we can allow more bookings if we get additional instructors, but would like to manually approve overbooking
