Translations shouldn't be online right away

To translate the offers in the Booking Engine, I need to activate the language. That makes it possible to adjust it everywhere. But, with also turning on the language, the translation is already online for the guests. So if I won't be able to finish the translation in the same day, the clients will see half translated content. It should have a button to upload the translations after it's finished. Also, it should be more obvious which things need to be translated, something like a check list would be helpful.
