Payment option for specific users/URLS

When connecting travel agents to their own booking engine URL, it is atm. not possible to have a payment option like "agent invoice", that's only available for that user/URL.
It's limiting as direct customers should not have this option, and if travel agents don't have this option, they do not go through to the confirmation page and it may be confusing for the agents.
