Filter by exclusion rather than just inclusion

I would love to be able to filter by location, eg all packages in Scotland, APART FROM Package 3.
I know I can filter for all packages in Scotland, INCLUDING Packages 1, 2, 4, and 5. But in the future if I add packages 6 and 7, I don't want to have to remember to update all my presets, customer portals and custom reports to add 6 and 7, when all I want to do is always exclude 3.
