Allow different fixed amount deposits for different programs

it is very limiting that we can't set a fixed deposit per program. although for most programs, we use the percentage option, there are some that need fixed amounts, but we can't do it in the current setup. the only workaround is to do a % deposit, so we end up charging random numbers that are clumsy.
activating the ability to override the standard deposit set up means we can no longer offer the option for people to pay a deposit or pay in full, which is also unfortunate, so optimizing this would be helpful as well. thank you.
